Frances Justis Webb, was born on August 16, 1944 in Parksley (Whitesville), Virginia to the late Samuel Justis and Edna Justis Miller. She departed this life at her residence on September 18, 2018.

Frances was a graduate of Mary N. Smith High School and Virginia Union University, where she earned a bachelor’s degree in Elementary Education. She began her teaching career in the Accomack County School system. Frances, later relocated to Richmond, Virginia, where she began teaching in the Louisa County Schools. She retired after teaching for twenty-five years in that school district. Frances loved teaching children and experienced great joy from it. It was not unusual for former students to continue to communicate with her.

In her early years, Frances was a member of Adams United Methodist Church. She joined the congregation at Moore Street Baptist Church when she moved to Richmond.

In 1994, she married the late Charles Webb, whom she shared twenty-two years of marriage until his demise in March 2017.

Frances was an avid sports fan, especially professional football. She and Charles were fans of the Dallas Cowboys. They also enjoyed traveling to Philadelphia, Pennsylvania to the Penn Relays to watch the track and field events. They enjoyed taking this trip for the past twenty years and had convinced William and Lillie to travel along with them, for over ten years.

Frances had a lovely singing voice and loved gospel music. She was a very stylish and classy dresser-this was a result of her love of shopping. Family gatherings and time spent with friends were the moments she cherished most.

Frances was preceded in death by her parents, Tommy Justis and Edna Justis Miller, and stepfather, Paul Miller.

She leaves to cherish her memories: her brother, Clinton Justis, Sr.; a cousin, who was like a brother, Rev. William T. White, Sr.; one uncle, Edwin White, Sr.; one aunt, Cecile Toomer; two special nieces, Valerie and Samantha Justis; special nephew, Douglas White; godson, Jerry Slaughter; and a host of other relatives and friends.
