Rahmeer Daevon Ballard was born in Salisbury, Maryland on September 2, 2000, to Ronald Shrieves and Anita Ballard. Rahmeer was primarily raised by his aunt and uncle, Mary L. and Harry L. Shrieves, Jr., who loved him as their own. In his mid-teens, Rahmeer relocated to Philadelphia, Pennsylvania to live with his mother, Anita, where he resided until his untimely death. Rahmeer departed this life on March 8, 2021, at the age of twenty in Philadelphia, Pennsylvania.
Rahmeer received his education in the Accomack County Public School system. Harry and Mary Shrieves were very dedicated to his education. At an early age, he accepted Christ and became a member of Refuge Temple Outreach Ministry, Inc., under the leadership of Pastor Janice Sutton and his father figure, Assistant Pastor Harry Shrieves, Jr. He served as a youth usher and youth choir member. Always inquisitive about the things of God, Rahmeer kept his Sunday school and Bible study teachers on their toes; there was never a dull moment when he was in service.
An avid nature lover, he enjoyed hunting, fishing, chasing geckos, and playing basketball. At the age of eighteen, Rahmeer became a father to the apple of his eye, his daughter, Denym Monique Jones-Ballard. He was passionate about spending time with Denym until his death.
Rahmeer was preceded in death by his paternal grandparents, Harry L. Shrieves, Sr. and Edna Shrieves; maternal great-grandparents, James Manual and Geraldine Copes; uncle Jonathan Lamont Collick; cousins, De'Onte Shrieves and De'Niya Shrieves.

Jones-Ballard; mother, Anita Ballard; father, Ronald Shrieves; grandmother, Constance Ballard; two brothers, Rondrez Ward of Salisbury, MD and Raekwon Bell of Philadelphia, PA; six sisters, Renee Whittington of Philadelphia, PA, Rakia Ballard, Rakell Ballard, both of Pocomoke City, MD, Ke'Anjra Harmonson of Parksley, VA, Renee Shrieves, and Patreace Shrieves, both of Temperanceville, VA; three aunts, Angenel Ballard of Philadelphia, PA, Teneica Ballard of Lilington, NC, and Vicki Shrieves of New Church, VA; three uncles, Harry L. Shrieves, Jr. (Mary), James Ballard of Jessup, MD, and Nathan Shrieves of Daytona, FL; and a host of other relatives, extended family, and friends.
